Denis, It is overall weight that is the issue, not what is on the weightbelt. Seawater weighs about 64 pounds per cubic foot and fresh water weighs about 62.4 pounds per cubic foot. 64/62.4 is a little under 1.03. Take whatever you weigh in full gear to be neutral in fresh water and multiply it by 1.03 to come up with what you need to weigh to be neutral in seawater. Add the difference somewhere on your rig, probably on your belt, but not necessarily.
