How old are these cylinders ? Vinyl linings were a stupid idea brought 
in by scuba retailers in the '70's. I dont know what standards cylinders 
are tested to in the US but in the UK B.S. 5430 pt.1 states that in 
preparation for an inspection "..any opaque protective coating....shall
be removed from the interior of the container". Any such lining prevents
correct inspection and should have been removed at the cylinder's first
hydraulic test. You would be well advised to get it removed.
