Keith,
Those old vinyl lined tanks are a pain. According to Bill High,
founder of Professional Scuba Instructors, there is no need to remove
the lining unless it has cracked and is compromised. The problem
arises when rust forms under the lining and is not immediately
apparent.
During my tank inspector's class Bill stated that the lining can be
tumbled out using standard carborundum tumbling media. I imagine that
that will take a long time.

Sorry to waste the bandwidth...
I've got a vinyl lined tank (1972). How do I get rid of the
stuff? We tried tumbling 12 hours with ceramic chips and it just got
shiny. Any suggestions? We're considering large rocks (flint?), broken
glass, metal shavings, or a piece of sandpaper and a kid with skinny
arms. Somebody's gotta know the easy way...
