There are rings that you can use to measure. I have an 18 1/2 inch neck, I cut mine between the 4th and 5th ring up from the bottom. It tapers of pretty quickly , so cut out the obvious rings, and then go one ring at a time until you get it. You can tell - it is tight, but it is not ridiculous. The wrists are a lot easier - they are real obvious and not as tapered. There you basically cut of the end piece .
