The best way I've found is to put the seal around something which stretches the latex slightly and using a razor blade and cut off a couple of rings at a time. It is important to have a very clean, tatter-free cut as this is where the latex would rip is at a nick or slice. I used a SS mixing bowl for the neck and a glass jar for the wrists. Make sure you have somebody standing by when you check your neck seal, it only takes a few moments of your arteries being squeezed shut for you to wind up face down on the floor. The neck seal should feel a bit too tight on the surface as air pressure will make it feel fine underwater.
