OK, first let me say that Scott and Jim are both guys that I generally admire and have learned quite a lot from thanks to the internet. Although I'm certainly not an expert, I do own a Halcyon 27 lbs. lift Pioneer wing, so I do have a little experience to speak from. Diving locally here in the midwest in freshwater with a 5mm one-piece wetsuit, Halcyon SS backplate w/ original style Halcyon aluminum STA, and a Faber LP 95, I don't need any additional weight to descend or to maintain a stop at 15-20 feet with 500psi in the tank. I can also swim this rig up from as deep as it gets around here (120 or so feet) with the wing fully deflated without too much effort. At the same time, I feel like I'm right on the edge of the the 27lbs. Pioneer wing's lift capacity especially on the surface. Along with this same rig, I now use a Scott Koplin weighted SS STA when I'm wearing my drysuit to help compensate for the extra buoyancy. I'm now also seriously considering getting a higher lift capacity Halcyon Pioneer single-tank wing - probably the 36 lbs. lift model.
