Twisted line will untwist at precisely the wrong time and it has a built-in torque about the axis of the line which varies with the tension on the line and adds to the possibility of tangles.. Braided line doesn't have either of those problems. Mono has the torque as well, but it is from the way the line is stored, not from the manufacturing process. I've never tried mono underwater, just for fishing.
