Because electronic control systems are inherently less reliable.  As an 
electrical engineer that spent 15 years running charter boats I can confirm 
from personal experience that water and electricity coexist very 
poorly.  Even if a scooter never leaks and is run exclusively in fresh 
water it is in a high humidity environment which is not friendly to 
electronics.  And, even without the added stress of the damp environment 
electronic components do fail.  The adjustable pitch prop is very simple, 
has few moving parts and will be less likely to fail, a desirable trait 
when one is a distance back in a cave.

The prop can be feathered to reduce the speed to dead slow if necessary.

The batteries are burn tested and the max run time based on the results.

No, but I've seen one.  Stick with the real thing.
