Hi, As I understand it there is not mutch news here. The inter European 
transport of gas tanks have so far been governed by the ADR rules for 
road transport and similar rules for rail transport. At least the rail
transport treaty has its roots in the '50ies. The effect of this is that
a filled tank can be transported betveen european countries. The problem
is that filling is still governed by national law, and there is no 
compulsory european law too be seen this millenium. I think that 
they are talking about a 10 year period after which no new tanks made
to national specs are to be sold.

Valve covers: a device to protect the valve from mechanichal impact etc.
I sweden this is mandatory for all tanks larger than 5 liters. The problem
is that no diving tanks are equipped with it (exept interspiro/AGA). The
cover is either a "hood" that covers the valve or a lager cover around 
the valve. The Hood has to be removed in order to fit the regulator but
the cover can be left on.

One problem with the european (ISO) color markings is that air and nitrox
gets the same black and white marks, but that nitrox (with more than some 23%
oxygene) will have oxygene threads on the tank, of which there are three
different types in europe.
