If you put an unprotected epoxy coat out in the sun for a while you will start to get powdery coating on it that looks like chalk. This is the epoxy starting to break down. Urethanes on the other hand are very UV resistant so are used as a top coat. But, urethanes do not make good primers. So use an epoxy primer and protect it with a urethane.
