Doug - The Halcyon plate uses a continuous length of 2 inch nylon webbing for the straps and waist belt. My suggestion is that you pull it off; measure it; buy a 4-5 feet longer piece and then redo the harness so that it fits you properly with your C4 undergarments. Buy it long, so you can trim it down to size. That's what we all did before Halcyon existed.
