A Dive Alert stays line with the LP inflator hose. Which is about 150
psi depending on which regulator you own. I guess you could cause
someone to go deaf before you ran your tank to low for the thing to
work. Another way to think of it would be "How long would your tank
last if you kept finger on the L.P. inflator button. A long time. 

I think in an emergency I would prefer the Dive Alert over a whistle. I
happen to dive with both. I would estimate it to be at least 10X louder
than any whistle. Anyway if you blow into to whistle long enough your
going to get a little light headed. The Dive Alert requires only the
pressing of a button.
