I took one of my cylinders to a friend of mine who has an autobody shop. I don't know anything about design spec or what people will or won't fill (never had a problem) but my friend knew exactly what I wanted. He used a base coat of primer with zinc in it to prevent rusting (stuff they use on steel hulls, he said) and then used some kind of latex with quite a bit of elasticity in it to allow for expansion of the cylinder. It really looks great, too.
