Bruce: PADI's first response to you, thinking that Ginnie was a person, was amusing. Their second response was clear to someone who understands their process, but perhaps not to someone outside of it. The INSTRUCTOR who certified you, not the dive shop, not the agency, is responsible for sending certification information to PADI via their forms. PADI's form is called a PIC envelope. It includes your instructor's signature, your signature and address information, and a photo of you. If you did not fill out this form, then your instructor cannot send in your certification materials. Without receiving the PIC envelope, PADI cannot process your certification, and they have no record at all of your instruction. Check with your instructor to see if he completed and mailed the paperwork. Perhaps he set it aside and has not mailed it yet. Maybe he is awaiting a photo from you. PADI's phone number is 1-800-729-7234. I remember it because it spells 1-800-PAY-PADI (not their intent to have the PAY in there). Good luck!
