Nice rant.  Seems to me you are overreacting to a simple miscommunication.  
FYI, PADI does not certify you to dive, your Instructor does.  He should have 
issued you a temporary card.  Logbook signatures will also work.  A little 
patience goes a long way in resolving issues.
    If you want to start a crusade, begin with a compelling cause.  
Otherwise, you are merely tilting at windmills.
    I'll go back to lurking now.
