<< Apparently the diver signaled his 2 buddies that he wasn't feeling
well and
he surfaced. His buddies watched him surface and then they headed back down to
continue their dive >>

A similar fatality happened in Seattle recently where a diver "watched" instead
of ascended next to their buddy.  I see this kind of chenanigans happen all the
time, even among those divers I know personally.  There seems to be broad
confusion over what a buddy is.
