What are you talking about please clarify.

As far as I have seen in Europe the regualtions are for oxygen clean and
oxygen compatible cylinders and regualtors. This is so that staff in filling
stations don't get killed when stupid wankers turn up with ex-fire service
breathing apparatus cylinders and try and get them filled with oxygen rich
mixes resulting in fires, explosions and general death.

I don't know of a general Euro Rule on silly valves although it may be
country specific. It certainly does not apply in the UK, Turkey or Spain.
