Upon arrival at the site you felt ok but decided to do the right thing and call the dive(before you entered the water) because you were not 100%. So now what of your two buddies? Would you tell you tell them to go ahead and dive? I'm sure you'd probably insist they did if you felt you'd make it ok, alone on the beach, boat etc.... So anyway, your buddies have been down for say, 5 minutes. You can see there bubbles. You really feel much better now. You think (maybe I can catch them), and do the wrong thing and decide to do so. Now when you have trouble in the process, who's to blame? I have no idea what transpired with these divers, no one does, other than who was there. But it could have been something this simple that allowed this to happen. He may have said "I'm fine....finish you dive". Anything after that was his fault. Of course, IF he was displaying obvious signs of diving related problems... THEN the obvious would need be done.
