Does this really matter? 60 dives or 100 dives is still WAY TOO LITTLE to be
turning out certified divers. At 100 dives do you think you knew enough to
be teaching others? This is the heart of the problem with the agencies. To
mass produce "certified divers" they SELL Instructor certs to almost
anybody. This perpetuates itself to where we are today. And that is also the
first thing that needs to change.

This changed in January Joe. The new standards according to the training 
bulletin that they put out read:

4. Have been a certified diver for at least six months and logged at least
60 
open water dives with experience in night, deep and navigation prior to 
beginning the Instructor Development Program, and have been a certified
diver 
for at least 6 months and logged at least 100 dives prior to entering the 
Instructor Examination.
