Rob, I am sorry I really do not have the time to go into major detail, but you need to make a bell or mailbox out of the cylinder and take it completely out of service. It is a very dangerous devise and the thought of retrofitting to a larger valve size is so much more dangerous it scares the hell out of me to even think what could happen to you or some uninformed compressor operator who might be foolish enough to attempt filling it.
