I made a typo,

    should have read: must not have a lever that can be dislodged from
actuating the poppet or the stem .

    What I meant was-there are some unbalanced regs that can be whacked and
the lever flips or comes off the stem, this leaves the reg shut down. There
are balanced regs that the lever can come off of the poppet and leave the
reg shut down (this can also occur if some one doesn't know what they are
doing when they are servicing it). There are some other pilot valve regs
that can be damaged or just bumped and have the pilot lever get bent or
break, this also leaves the reg shut down.
