In my 20 years of diving I have found that the divers flag is a great convenience to the local law enforcement agencies funding. Those without one get to contribute. Funny though that the boaters that use these flags as turn points for water skiers or as good places to find the divers to learn what they have found (they get your attention by dropping an anchor on you) never seem to get to contribute also.
