In most cases all grades of oxygen are the same. Aviator grade is guaranteed to be dry enough for high altitude / extreme cold. It may actually be too dry for comfortable breathing. However, since technical grades of oxygen are not checked there's a remote risk of contaminants. In practice a welder would hardly be able to fill anything into his tank but if he did it would pass unnoticed.
