Is there anywhere commercially available a man-lifting harness that (1) can be 
routinely worn under scuba gear, and (2) can be fastened easily in emergency 
to any sort of lifting gear that a rescue helicopter / etc may be equipped 
with?

     I have used a standard Miller harness in conjunction with a Willian's 
     seat harness.  The Miller harness is made for divers. The seat harness 
     is made for climbers.  I wore it under my gear, over my drysuit.  The 
     application was for being lowered over a bridge rail into a river.  I 
     controlled my angle by using a line with a prussick knot from the 
     Miller harness to the main line. The whole rig was quite 
     uncomfortable, but it worked safely.
