Nick, if your agency says it is OK to dive 180ft
on air, that is an AGENCY problem, not an instructor
problem.

If your agency continues to excuse instructors who
regularly cause near misses and who infect other
instructors and their students with the malaise
of terminal slackness, that is an AGENCY problem,
not just an instructor problem.

Why ever not? The gear costs less and the system
and its methods make more sense, are more consistent
and therefore are more easily taught and more
clearly understood. Therefore you don't have to
invent ever more complex multi-level 'semi-advanced-
deep-normoxic-nitrox' bullshit courses with which
to soak the customers.
