It is not practical nor safe to suggest that the dive boat be free to move
while divers are in the water.    The safest is for the dive boat to remain
attached to the wreck.

A drifting deco hang is potentially the stupidest thing one could attempt
here.  Even with a large 250# lift bag, in heavy seas, strong current, no
one sees the bag, now you are drifting and no one knows where you are.  Talk
about problems.  Imagine several dive teams perform the same meneuver.  Now
you have god knows how many divers drifting who knows where in the open
ocean.

The only solution that makes real sense is that each team must shoot the bag
and tie off to the wreck.  Even if the bag breaks loose there is a potential
for other divers to have seen the bag before it breaks loose.  The dive boat
will not leave the wreck until all divers are back on board, which may not
be for quite some time.  The dive profiles on an average dive boat range
from students doing check out dives to others of us doing 30-40 mins at 130'
or so.

If it is my choice, and it is, I will always tie off to the wreck because I
know where I am, and the dive boat knows where I am, and I believe it gives
me the best and fastest method to get back on the same boat that I began the
day on.
