Dan, The last I read was that there had been a study to determine just that, but that it was inconclusive. Based on solubility, oxygen is twice as soluble as nitrogen, but our bodies also metabolize O2, so that could ameliorate the effects. The likelihood is that it is AS narcotic as nitrogen and may be twice as narcotic as nitrogen. In the book "Oxygen and the Diver" one study (testing the ability of divers to get "bent" on O2), goats were compressed on, I think 60% O2 to depth and then brought quickly back up. All exhibited classic signs of DCS initially, staggers & etc., but all symptoms resolved themselves quickly on all the subjects except one. That goat was recompressed and its symptoms were then resolved as well. Unless there is some new info that someone on here has (which I'd love to see), the general assumption is that Nitrox does not reduce narcosis, though it isn't definitive. Divers subjectively report both, that it's MORE and that it's LESS narcotic.
