The Underwater Society of America, the YMCA Scuba program, the United States of America Underwater Federation, and Technical Diving International, are members. NAUI, PADI, SSI, IANTD, etc. are not. So in this case, it looks to me like a bunch of foreigners ramming stuff down the throats of Americans. Part of the explanation may be the difference between, say, Greeks or Turks fearful of rich foreigners with SCUBA gear running off with archeologically significant treasures, currently preserved under the sand; and we Americans with our own concerns. But to me, cultural sensitivity cuts both ways. Go ahead, protect your Greek triremes, your national underwater treasures.
