For an interesting discussion of the draft UNESCO Convention on Underwater
Cultural Resources, see 
Peter Hess' article in the Spring 1999 (Vol. 4, No. 1) issue of Immersed, the
international 
technical diving magazine.  The draft treaty is a real threat; fortunately,
UNESCO is so inept 
(the US and the UK resigned several years ago over its inefficient spending
policies) that it 
ought to be possible for sport divers and salvors who are capable of rational
argumentation to 
defeat a treaty whose basic premise is that it is better that man remain
ignorant than that 
someone profit (e.g., salvors such as those salvaging the Wydah and the SS
Central America) or 
just have fun (e.g., sport divers)while exploring the unknown.
