In any case, the powers that be have no clue about the ramifications that this Bill would have (such as enforcement). It would be basically status quo as the resources to patrol the tens of thousands of wrecks that exist off our coasts DOES NOT EXIST. Hell, they can't even prevent pillaging of the USS Monitor on NOAA observed trips... Michael C.
