He told me he contacted NAVSEA and was told that they were unavailable and that if he chose to get one via the freedom of information act they would severly edit it so that it would effectively be useless ... (1) What is NAVSEA? (I live in England and there is much about USA Govt. organizations that I don't know.) (2) To me as a non-lawyer, it seems that it could be argued that if NAVSEA won't supply this manual except as grossly mutilated as stated, then they are not truly supplying "the manual" and thus are not properly obeying the Freedom of Information Act. Are there any lawyers out there who could comment? (3) Is it an oxygen rebreather or a mixture rebreather or what? What make? How did he get it? How much is how to dive with it affected by what make it is?, apart from such things as cylinder and canister size which can be found by examining the set. How much is the manual needed? (4) Is its bag on the back or on the chest? How is it arranged?
