Thanks for info.  Also, thanks to everyone else who made suggestions.
I kind of liked the idea of using PVC pipes, cut and fashioned. 
But I can't help think that taking two 3 foot lenghts of belt
webbing, punching a hole in the center, putting in a grommet
for backplate bolts, then running cam-type belt buckles through
them (much like you find with standard b.c.'s), would be all that
I'd need.  A short set of carriage bolts could be used, too, with
the flat part fed through the grommet holes in the webbing, and
then fed through the wings and backplate, then bolted with wing
nuts.  The only real work would be sewing the cam-belt onto one
side of the webbing.  

So, whaddaya think?
