John Strohm,
By your logic the gear that the cavers in Yucatan are using must be
great because of a minimum number of incidents compared to number of
dives.  How many tech dives occur every year without incident?  I sure
as hell don't know but I bet its greater than triple the number of WKPP
dives per year.  You say that WKPP have thousands of dive with no
incidents.  How many of these involved student tech. divers?  These
incidents that you refer to were students not experienced WKPP cavers. 
Of course the incident rate should be low for a bunch of guys who are
among the best at what they do.
I disagree with your premise based on not comparing apples to apples.
