Adriaan,

I imagine the reason that nobody answered your previous post is that
you are probably alone is making a big distinction between trimix and
heliox. The significant difference between trimix and heliox is
asside from the obvious difference in END is cost and the requirement
for a booster to get the required helium fill.
 

Certainly, you can go fill a bottle with heliox and go diving
without a c-card. This is in fact how many people do their first trimix
dive. However, your analogy to Indy 500 racing is incorrect. There is no
magic to trimix or heliox any more than there is to nitrox. The
primary requirement for a c-card in trimix is so that you can get fills. 
With a trimix c-card you should be able to get heliox fills from
a shop that has a booster. Since you like analogies, think of heliox
as one end of the spectrum of trimix much like 100% O2 is one end of
the spectrum of Nitrox.
