Art, I have given up on doing a per-dive cost calculation, it is way too 
depressing. I used to do a per shot-shell calculation for my skeet 
shooting hobby, calculating the per-shot cost from reloading supplies. 
Now that I look back at that, it's hilarious. The amount of money diving 
can gobble up, esp. when you get to deep stuff is mind-boggling.

I prefer to justify expenses as life-support and enhancement of the dive. 
Certainly a drysuit is expensive, but how can you have fun if you are 
freezing your ass off and risking hypothermia? You can't unless you are 
some sort of masochist or have a death wish.

So the solution is simple, either figure out how to keep from freezing 
your ass off, or only dive where the water is warm, or quit diving. If 
you can't afford a drysuit or to move to where the water is warm, then 
you quit diving. Why is this such a hard decision for many people?

This thought process can be extended to gas choices, dive locations, etc. 
Apparently in Seattle they choose to use this park for training because 
it is convenient, not because it is ideal. Are there ideal sites? 
Probably, but not as convenient. And we can't inconvenience instrokters 
because they are real people trying to make a living. They have bills to 
pay and deadlines to meet. Surely you can't expect them to drive all over 
the country to find a decent training site. This is very callous thinking.
