Check with a local tank hydro or even fire extinguisher test facility to
get prices.  This is usually cheap.  If you must build eon then they are
basically 2 parallel rollers (one being motor driven).  You also need an
old valve or similar device to screw in the neck threads.  Aluminum
Oxide
chips are the abrasive (I even heard of someone using roofing nails to
take a paint coating out of a tank).
