You might try the sintered brinze filters for the old Holley carburetors, about 1/2"dia. x 3/4"Long. probably cheaper than a reg. filter too. I have also seen smaller dia. filters in air tools. Also, I'm wondering, does the restriction need to be a filter? why not just an orifice, small disc of brass you could drill a smal hole and enlarge it as necessary to get the desired flow rate.
