It is an inductive communication device (don't know the precise details), used both for communication and precise location of underground passage with respect to the surface (for surveying). I don't know of an u/water version, though the equipment has certainly been transported through sumps. It is a right pain to use, requiring accurate location of the surface party, and orientation of the (fairly large) antennae. It is also expensive, though that's probably because demand is sort of low :-) Its sole real advantage over any other communication system, and the reason it is so massively useful (esp. in rescues) is that it will transmit through a couple of hundred metres of solid rock.
