A pelican float actually works perfectly for this purpose, especially if 
the boat is underway.  I've recovered dropped fins and dropped weight
belts after marking the spot with a pelican float, and I keep one on
my boat for this very purpose.  For the deeper stuff you can swap out 
the line that comes on the float with thinner stuff to get it deeper.  
With the braided poly line they come with, they're only good to about 
80-100' if there's any sort of current at all.
