Art, I've seen two kinds, a rubber band rig to keep your fins from popping off and these elastic velcro rigs which wrap around your lower legs like a super-wide ace bandage. They simply constrict the legs of your suit so air finds it easier to go other places. It seems that air in the legs is a bigger issue for shell users than neoprene as I don't feel that I need them. I suppose if you are doing a lot of head-down/feet up stuff in a shellsuit (lobstering, digging) they might have an application for you.
