Jeff,  

    Most agencies suggest and I agree as follows :

    Tanks : 

   If exposed to more than 40% O2 during partial pressure filling - O2 clean
them and the valve.    Otherwise don't sweat it.    If you label it for NITROX
I would have it cleaned in any case - shit happens in dive shops ! 
   Dedicate this tank to nitrox only or only fill from nitrox compatible air
stations and never let it out of your sight.    If you keep this tank clean I
don't think it is necessary to have it cleaned every single year but some
shops will want to see a sticker .

    Regulators:    If used with 40% or less don't bother cleaning them.   If
used with more than 40% mixtures - O2 clean them.    The main purpose of this
is to get the bends and orafices in the first stage clean because they are
just like a fill station situation under high flows.    
    You might want to have a nitrox regulator checked yearly even if you only
use up to 40% just to keep any accelerated deterioration from sneeking up on
you. 

    Don't do this because any agencies say you should - do it to keep your
butt and the filler's butt in one piece.   
    Check the archives for lots of arguments on this issue - then play it safe
for everyone's sake.
