We all know this had nothing to do with Palmer's death. Under TDI rules, initial certification of the instructor candidate is at the Instructor Trainer's discretion. As was reported here, and I may still have Trout's writeup on disk (he posted it to one of the lists), Jesse Armantrout called Bret Gilliam and asked if he could certify George M. Irvine III as a TDI trimix instructor, based solely on what he knew, without having formally put him through a course, and Bret said it was Jesse's call, but that he would have to document what he was doing, and what made him believe that George was in fact qualified. Trout wrote this all up when the letter kicking George out was made public.
