If the diver is not prepeared to do the dive solo,than that diver has no busnisss being in the water and is a threat to others. Diving with a buddy should be for fun and for an additional emergency advantage...but certainly should not be a requirement by a dive boat operator. the day a dive boat tells me I *MUST* dive with a buddy is the last time I'll dive that boat. If a dive boat does not allow me on his boat because I do not have the proper *CREDENTIALS* ie; a certification card for the level of the dive (although we know that this does not always mean the diver is qualified), then I think he is acting responsibly, that is industry *self-regulation*. The training agencies have unfortunately flooded the marketplace with tech instructors. The more you have, the less control you have. The scuba industry does not need tha amount of tech instructors it has, and since there are so many, naturally there will be an excess of *unqualified* instructors and *unqualified* students. The dive boat captains of course will not know "who is who", but currently the c-card and log book is there best tool for qualifying who can go on a tech trip and who cannot.
