I'm a PADI instructor and I know that PADI has a group that gets very
serious about complaints -- there was something in their newsletter a
while back that mentioned sexual harassment explicitly and the answer
was on the order of "we'll bounce the guy out on his ass".

I know NAUI has a similar group and I would have a hard time
believing that they would permit one of their instructors
to be affiliated with them if complaints of this order were
made (and were proved valid).

You mentioned sending NAUI email -- probably a no-go.  I doubt that
NAUI has an email address but, more importantly, I doubt that
they will take any action at all unless they have a formal
complaint in writing (and probably more than one).

My suggestion is to have the students write a formal complaint
to NAUI (or whomever).  This type of thing should not be
permitted.
