I believe that if we the diving and instructor community inform and pressure our respective agencies, then they will act or big brother (The Fed's or States) will start to regulate us. That will be the beginning of the end. I can see OSHA standard for commerce diving pushing our way. There is already history there and we are current grandfather clause away from it. I certainly don't want to do the list but I think you are right when you say that the agencies should organize an international standard, but we all know that will never happen.
