The boat that I know that uses tennis balls, recovers them. The use of styrofoam coffee cups is common, and is described in Gary Gentile's book "Advanced Wreck Diving Guide." I strongly suspect that the New York/New Jersey wreck diving community did not originally recover the cups. I believe that folks do now, since to do otherwise would be against the law.
