Bunch of damn amateurs.  I learned many years ago the 
solution to removing up to five layers of female upper body
clothing in under three seconds (including even the
most convoluted bras).

Simply raise her arms and grab the whole works on 
both sides at the waist, then pull the entire package up 
and off over her head.  Presto.

The lower half is tougher, if she's wearing pants, of course,
because you get bunching at the knees and ankles.

I'm not sure there are any diving parallels here,
unless PADI is finally getting serious about
that Muff Diving Specialty course.
