I continue to hear rumors about instructors violating standards by running half-assed classes and taking people in higher level tech classes that don't meet the pre-reqs. I don't have proof, only rumour. I won't name names without proof. What have I done about it? Asked the agencies to send questionaires randomly to students of established instructors and to all students of new instructors. I don't know if they do this, but I have never heard of anyone receiving one of these questionaires. This one QA effort would stop a lot of the nonsense that you originally posted about, and I agreeed with (can't I post something in agreement with you without you bringing up a disagreement that we had three years ago?).
