my girlfriend also has this problem.  we've theorised that she's a CO2
retainer.  and although she doesn't skip breathe, she breathes very slowly.
 now that she dives nitrox, she doesn't have the headaches, it helps a lot.
 i guess that doesn't help with why, but it's a possible solution.
