If hypothetically you didn't, then you're throwing helium and oxygen in your tanks and then taking them into the divestore to get topped off with air. The divestore guy would obviously have to comply with OSHA regs while selling you the fill. Does this include having to determine exactly what's in the tanks when they arrive? If you're doing your own Nitrox, it could even be pure O2 you're bringing in. If a divestore has enough confidence in the quality of its air, the slowness of its fill rate, and the nonreturn valve on each fill whip, then theoretically they could just fill every customer's tank with the same care they'd use if it did happen to be O2 and not have to panic about maybe it being O2.
